Working with care providers across England

Start-ups · Independent fostering agency

Registration takes months. Finding the carers takes longer.

A fostering agency is the one regulated service where the application is not the hard part. You can have the policies, the panel and the manager in place and still have no business, because a fostering agency without approved foster carers has nothing to sell. Almost everything that goes wrong in the first two years traces back to that.

Before the form

What it is, and what it is not

You recruit, assess, approve, train and supervise foster carers, then place children with them on behalf of local authorities. You register with Ofsted under the Care Standards Act 2000, and you are inspected against the Fostering Services (England) Regulations 2011 and the national minimum standards.

There is no building to register. That surprises people coming from residential care, and it changes the whole shape of the business.

Often confused with a children’s home

If you employ the staff and run the house, that is a children’s home. In fostering, the carer’s own home is the placement and the carer is approved rather than employed.

Often confused with supported lodgings

A sixteen or seventeen year old living with a host family is a supported accommodation registration, not fostering. Providers get this wrong in both directions, and the correction is a fresh application rather than a variation.

Not the same as a local authority fostering service

Councils run their own and are inspected differently. You are an independent agency selling into them, which means you are competing with their in-house carers on cost as well as availability.

What Ofsted assesses

The four things they look at

The registered manager

Social work qualified and registered with Social Work England, with the experience to hold the role. As with every registration, this is the item most likely to stall the application, and the slowest to fix from a standing start.

The responsible individual

A real role, not a signature. Ofsted will test whether they understand what the agency does and can be held to account for it.

The fostering panel and the agency decision maker

You need a constituted panel with an independent chair, members with the right mix of experience, and a decision maker who is separate from the panel. Assembling credible panel members takes longer than people plan for, and a thin panel is visible immediately on inspection.

Supervising social workers

How you supervise carers, how often, and what caseload each social worker carries. There is no fixed ratio in the regulations, which means you set it and then have to defend it. Set it too high to make the model work on paper and it will be the first thing questioned.

The money

Where the model actually works or fails

You are paid a weekly fee per placement. Part of it passes straight through to the carer as allowance and fee, and what is left has to cover the supervising social worker, the panel, recruitment, training, out of hours and everything else.

Two things decide whether that works.

The first is how long it takes to get from launch to your first placement. Recruiting a foster carer, assessing them through Form F and taking them to panel is a process measured in months, and it starts after registration, not during it. Nothing comes in during that period.

The second is what proportion of your approved carers are actually holding a placement at any one time. An approved carer with an empty bedroom costs you supervision and pays you nothing.

The order to do it in

What to settle first

01

The carer proposition

Why would a foster carer choose you over the local authority or an established agency? If there is no answer, there is no agency.

02

The manager and the panel

Both slow, both start on day one.

03

The specialism

Parent and child, sibling groups, therapeutic, unaccompanied minors. General fostering is the hardest place to start.

04

The runway

From application to first placement fee, with no revenue in between.
